Council Membership
The Council is co-chaired by the Department of Environmental Conservation (DEC) and the Department of Agriculture and Markets (DAM) and consists of nine members:
- Commissioner of the Department of Environmental Conservation
- Commissioner of the Department of Agriculture and Markets
- Commissioner of Transportation
- Commissioner of Education
- Commissioner of the Office of Parks, Recreation and Historic Preservation
- Secretary of State
- Chair of the New York State Thruway Authority
- Director of the New York State Canal Corporation
- Chair of the Adirondack Park Agency
Council Responsibilities
- The Council shall meet at least quarterly
- Regularly consult with the Invasive Species Advisory Committee
- Develop a comprehensive plan for invasive species management
- Provide input on funding priorities
- Provide input on grant applications
- Organize and convene a biennial invasive species summit
- Encourage industries and trade organizations to develop and adopt voluntary codes of conduct
- Support and encourage Partnerships for Regional Invasive Species Management
- Report to the legislature and the governor to recommend lists of prohibited, regulated, unregulated species plus a procedure for the review of a unlisted non-native species
- Reimburse necessary and actual expenses of NYS Invasive Species Advisory Committee members
- Establish, operate and maintain state-wide locational database (GIS)
- Establish, operate and maintain state-wide information clearinghouse
- Review and revise relevant state agency and public authority actions and policies
- Review and reform of relevant regulatory processes
- Establish a comprehensive education and outreach effort.
- Establish a center for invasive species research

Invasive Species Comprehensive Management Plan – DRAFT 2018
The overarching goal of the plan is to minimize the introduction, establishment and spread of invasive species throughout the State. Public comments were accepted on the draft plan from April 18 through June 1, 2018.

A Regulatory System for Non-Native Species – Prepared by the Invasive Species Council, 2010
A Regulatory System for Non-Native Species report recommends a regulatory system for preventing the importation and/or release of non-native species. It created the first-ever official lists of invasive species for New York State. It has evaluated the potential ecological invasivity and socio-economic impacts of select plant species nonnative to New York State by employing standardized ecological invasivity assessment tools for up to 50 nonnative plant species and socio-economic assessment tools for up to 175 nonnative plant species. In addition, the potential ecological invasivity and socio-economic impacts of select animal species nonnative to New York State have been evaluated using standardized invasivity and socio-economic assessment tools for up to 200 nonnative animal species.
